Abstract: 

Human resource management in education is very important and disregard with it would result in jeopardy. This is because education personnel’s are the major instrument for achieving educational goals and consequently, national development. Human resources are the key to rapid socio-economic development and efficient service delivery. That’s why this paper stressed that without an adequate, skilled and well-motivated workforce operating within a sound human resource management programme, development is not possible. Every educational system at every level depends heavily on the human resources for execution of its programme. The function of human resource management in education includes staff maintenance, staff relations, staff development, procurement of staff and job performance reward. The challenges of human resource management include poor working condition, problem of staffing, funding, incessant transfer of teacher among others. To address the identified challenges, the following recommendations were made. Education should be made attractive by creating a conducive atmosphere for teachers. More government attention is needed for education sector through improved function as education remains the basis for the progress of all other sectors of the society. A united salary structure should be made for all categories of teachers within the education sectors. The paper equally recommended that best practices in terms of human resource in the City of Naga, Department should be up dated to meet the rapid social changes in our present society.

Abstract:

Leading companies in the Philippines have realized that nurturing an entrepreneurial culture through the implementation of various strategic human resource management (HRM) practices will enhance their firm's ability to gain competitive advantage and achieve superior performance. This study attempted to determine the degree to which various HRM practices stimulate corporate entrepreneurship and which HRM function is the most significant driver of corporate entrepreneurship (CE) in large companies in the Philippines. Findings reveal that the companies are extensively implementing different practices related to HRM functions that cultivate CE. Employee relations, training and development, and recruitment and selection HRM functions are found to be significant enablers of CE. Employee relations proved to be the most significant driver of innovation in the firms.

Seventy six human resource (HR) managers of public and private firms participated in a survey about human resource management (HRM) practices.  Two of the more notable findings of the study are:  1) although HR departments continue to be strongly involved in traditional, bureaucratic personnel management functions (recruitment, selection, record-keeping, etc.), there are indications of their increasing participation in strategic decision-making of their firms (development of HR strategies, initiation and implementation of strategic HR programs); and 2) HRM is increasingly recognized as somewhat of a profession with a body of specialized knowledge, a service objective, a code of ethics and an organized professional society or association.  The challenge facing HR managers is how to sustain efforts to develop HR departments into strategic partners playing a vital role in pursuing the firms’ strategic directions.

For most, human resources management (HRM) is better known within the context of private institutions. HRM generally involves proper procurement, evaluation, recruitment, and training of job candidates or applicants. In addition to this, the HR Department is tasked to administer and oversee benefit programs and manage employees. This is seen every day in most private companies and is an integral part of any company’s survival and, most especially, its success. This is how private organizations are able to find, improve and maintain one of their most valuable resources – human resources – or what is also called human capital. Through the application of different methods and techniques for increased employee growth, effectiveness, and retention, many companies within the private sector have flourished.
